Get a Club Permit

To be eligible to get a Club Permit you must be a member of a VicRoads approved vehicle club or association. Please email or call us to become a member of Absolute Society.

Note: If a company or incorporated association are recorded as the Permit Holder, confirmation of club membership must be made out to the name of the company/incorporated association. It cannot be made out to an individual name, i.e. name of representative or company director.


A Club Permit can be issued to the vehicles in the following categories:

  • veteran vehicles – manufactured before 1 January 1919
  • vintage vehicles – manufactured after 31 December 1918 and before 1 January 1931
  • classic and historic vehicles – manufactured after 31 December 1930, but more than 25 years before the date of the application for a Club Permit.

These categories can include trailers, heavy vehicles and modified vehicles such as street rods. Replicas of vehicles eligible for the above categories may also be issued with a Club Permit. Replica vehicles will be issued a club permit under the classic and historic vehicles category irrespective of the vehicle being replicated.

A replica means a light motor vehicle that is an individually constructed vehicle that resembles, as close as practicable, the appearance and dimensions of the production vehicle on which its design is based.

A Club Permit vehicle must comply with the Vehicle Standards, appropriate to the date the vehicle was manufactured, contained in Schedule 2 of the Road Safety (Vehicles) Regulations 2021

If the vehicle is imported and has been issued a Vehicle Identification Number (VIN) by the Department of Infrastructure, Transport, Regional Development, Communications and Arts, the VIN must be stamped on the vehicle. Visit Register an imported vehicle for more information.

A Club Permit cannot be issued to:

  • A currently registered vehicle (not including cancellation of registration at VicRoads prior to obtaining the club permit).
  • A vehicle that is recorded on the Victorian or an interstate Written-off Vehicles Register as a statutory write-off
  • A vehicle that has a Fines Victoria or hoon sanction
  • A vehicle that is recorded as stolen

VicRoads may refuse to issue a Club Permit:

  • if it is not satisfied that the vehicle is safe to use on a road or road related area or
  • if a current Club Permit already exists for the same vehicle

Please note that this checklist is a VicRoads document for guidance only and can be used at the club's discretion; it does not replace the requirement for the Vehicle Eligibility and Standards Declaration for Club Permit Vehicles form or any requirement for a certificate of roadworthiness.

Absolute Society uses an independent scrutineering guideline


If your vehicle is recorded on the Register of Approved Vehicles you can access the RAV build date. If your vehicle is fitted with an Australian compliance plate, the plate date is the date of manufacture.

If your vehicle is fitted with an import compliance plate or has no compliance plate, the date of manufacture is determined by a manufacturer's build plate, a chassis number or documentary evidence from the manufacturer's records.

If your vehicle does not meet any of the above requirements, VicRoads may determine the manufacture date based on information sourced from their registration database, historical data, or evidence from a vehicle safety and compliance expert.

Please note: If VicRoads cannot establish the day of manufacture, the day of manufacture may assume to be the last day of the month.


VicRoads require vehicles (post 31 December 1948) applying for the Club Permit Scheme (CPS) to have the following:

  • A valid certificate of roadworthiness (RWC)
  • The completed Club Permit application form (supplied by us)
  • The completed Vehicle Eligibility and Standards Declaration for Club Permit Vehicles form (supplied by us)
  • VASS certificate (if required)
  • Proof of sale (if the vehicle is not yet in your name)
  • Proof of identity

A certificate of roadworthiness is required for all club permit vehicles manufactured on or after 1 January 1949, except street rod vehicles, light trailers and plant based special purpose vehicles (e.g. tractor).

Get a certificate of roadworthiness at a roadworthy tester

It is optional for vehicles manufactured on or before 31 December 1948 to get a certificate of roadworthiness. The club scrutineer/official may inspect and declare the vehicle to be safe to use on the road.


You'll need to get a Vehicles Assessment Signatory Scheme (VASS) approval certificate when the vehicle:

  • Is modified outside what is permitted in the vehicle standards or the guidelines as specified below
  • Is a replica that has not previously been registered or issued with a club permit
  • Is a Street Rod – never previously registered in Australia or permitted as a street rod in Victoria
  • Wasn't originally produced for the Australian market (no compliance plate and/or previous Australian registration history) and was manufactured after 31 December 1968 (for motorcycles 30 June 1975)

Note: If a VASS Club Permit approval certificate has been provided for any modifications previously (where required) and no additional modifications have been made, a new certificate isn't required for the vehicle to remain on the Club Permit scheme.

If the vehicle is a street rod you will also require an Australian Street Rod Federation (ASRF) inspection report signed by an authorised representative/signatory of the ASRF.

A vehicle that has previously been issued an interstate Street Rod permit will require a current VASS approval certificate.

Note: You may still get a club permit for a street rod without the ASRF inspection report but you will not be issued street rod number plates.


Once you have the certificates, you will need to complete the following forms and get them approved by your club

After your application process with us, Absolute Society will provide these forms filled to you. There is no need for you to complete these forms


Upon completion of your membership and scrutineering, Absolute Society will provide you with the Vehicle Eligibility and Standards Declaration form (VESD).

This form must be signed by an approved office bearer from our club declaring the vehicle is safe for use on the road and meets relevant vehicle standards requirements.

For vehicles manufactured after 31 December 1948, the approved office bearer can only sign this form if the Certificate of Roadworthiness (RWC) is current and valid (within 30 days). If the RWC is more than 30 days old, then a new RWC is required.


Upon completion of your membership and scrutineering, Absolute Society will provide you with the Club Permit Application form.

The Club Permit application form must be signed by:

  • you (the applicant)
  • an approved office bearer of the approved vehicle club, indicating that you are a member of the vehicle club or association (us)
  • for street rod applicants wishing to obtain 'SR' plates, the Club Permit application must also be endorsed by an authorised representative of the Australian Street Rod Federation

The Club Permit application must be signed and dated and received within 30 days of the declaration date on the Vehicle Eligibility and Standards Declaration for Club Permit Vehicles form, or the Club Permit application will be rejected by us, and a new Club Permit application will be required.


If your club permit application is successful with Absolute Society, we will furnish you with the VESD and CPA form. These two forms are to be presented with your RWC and the below requirements to obtain your club registration and club plates.


The following documents are required as mandatory by VicRoads:

  • Your evidence of identity for the Club Permit holder and if applicable, for your authorised agent
  • If the Club Permit holder will be a company or incorporated association a completed authority to act as an agent form - visit register on behalf of someone else for more information
  • Original completed Club Permit application form (Provided by Absolute Society)
  • Original completed Vehicle Eligibility and Standards Declaration for Club Permit Vehicles form (Provided by Absolute Society)
  • An original certificate of roadworthiness (for vehicles manufactured after 1948, it is optional for pre-1949 manufactured vehicles)
  • Evidence the vehicle was manufactured for the Australian market (e.g. photo of the Australian compliance plate or build plate fitted to the vehicle) or previous Australian registration history (eg, Australian registration number).
  • Payment of fees including TAC, registration, number plate and log book fees
  • An original VASS approval certificate (if applicable, refer to the above section)

Note: All documents must be original as certified copies or fax are not accepted.


To submit your application visit a VicRoads Customer Service Centre (pay by VISA, Mastercard*, cheque, EFTPOS or cash)

Note: If the vehicle is still registered interstate the plates must be returned to VicRoads. If the plates cannot be returned, contact the interstate authority to update their system. Incomplete applications will not be accepted.

At the VicRoads Customer Service Centre you'll be issued a Club Permit on the spot and get the number plates, log book, Club Permit certificate and labels.

At the Customer Service Centre, your documents and evidence of identity will be checked and your payment taken.


You can submit your street rod, veteran or vintage Club Permit by either:

  • visiting a VicRoads Customer Service Centre (your Club Permit will not be issued on the spot)
  • mailing it, along with your payment (cheque only) to: VicRoads Registration Services GPO Box 1644, Melbourne, VIC 3001 (for Victorian licence or learner permit holders only)

When your application has been accepted and approved, VicRoads will provide you paperwork. You will need to:

  • Attach the Club Permit certificate to the inside cover of your logbook
  • Attach the windscreen label to the vehicle to assist in identifying vehicles operating with a current permit
  • Affix the allocated Club Permit number plates to your vehicle
  • Follow the conditions of use for Club Permit vehicles

Occasionally VicRoads may make administrative errors. If your vehicle is not showing, contact VicRoads on 13 11 71 to have your Club Permit linked to your account. Please note, this can only be done at the time of your renewal.


Operating a Club Permit

Club Permit holders have different responsibilities and obligations compared with standard road vehicles. Read below for information on operating a Club Permit vehicle, including information on logbooks and number plates.

A Club Permit holder must:

  • remain a current member of an approved club or association
    • if ceasing membership at a club, there must not be more than 14 days between that and joining a new club
  • notify VicRoads within 14 days of a change to:
    • the vehicle's details (eg, colour or garage address) or their personal details (eg, residential address or name)
    • ceasing membership at their club and/or joining a new club
  • if requested by VicRoads, present the vehicle for a vehicle audit inspection

Whenever a Club Permit vehicle is being used, the permit holder must make sure that the follow Club Permit obligations are followed:

  • The owner is familiar with our Club Contract (provided and signed upon application completion)
  • The vehicle isn't used for hire or reward, or the carriage of freight.
  • The vehicle isn't used as a commercial passenger vehicle service as defined by the Commercial Passenger Vehicle Industry Act 2017.
  • You are familiar with the Club Permit conditions, and the permit holder must ensure that these are all being complied with.
  • The vehicle is safe for use on public roads the number plate(s) and windscreen label are correctly displayed.

If the vehicle is subject to any operating conditions, these must be complied with and the certificate of approved operations must be carried in the vehicle

Club Permits are valid for either 45 or 90 driving days per year. This means Club Permit holders can use their Club Permit vehicle for that many days per year, but a logbook of all trips must be kept.

A Club Permit vehicle may be driven by anyone who holds the applicable licence category for the vehicle, unless operating the vehicle as a 'driver under instruction'. Refer to the below table to see the different types of Club Permit restrictions for each Victorian licence category

  • a Club Permit vehicle may be driven by a learner permit holder, provided they are operating the vehicle as a 'driver under instruction'
Probationary licence holders
  • a Club Permit vehicle may be driven by a probationary licence holder provided that the vehicle has not been modified to increase the vehicle's performance (other than a modification made by the manufacturer in the course of the manufacture of the vehicle)
  • the probationary licence must be applicable to the category of vehicle
Motorcycles
  • the E licence condition for LAMS restrictions applies to learner permit holders
Heavy vehicles (greater than 4.5 tonnes GVM)
  • operators of heavy vehicles issued with a Club Permit may be subject to heavy vehicle fatigue laws. This will require permit holders to use a national driver work diary in conjunction with the Club Permit logbook
  • heavy vehicles on Club Permits may be used for charitable drought relief purposes on a non-commercial basis
  • fuel donations are not considered to be commercial payment
Left-hand drive vehicles
  • left-hand drive Club Permit vehicles must not be used on the road at night unless all the required lamps, including dipping headlamps, are fitted and suitable for right hand drive
Can I tow a trailer with a vehicle on Club Registration?

Yes, you can tow a trailer with a Club Permit Vehicle, provided you adhere to the standard rules for trailer registration and towing.


Club Permit vehicles may be driven throughout all states and territories provided that the vehicle complies with Victorian requirements for the holding of the Club Permit.


A person may use a vehicle temporarily in Victoria if it has a permit issued interstate and is observing the conditions of that registration or permit.

The vehicle must have third party insurance cover in its home state or Transport Accident cover issued in Victoria.


A Club Permit vehicle may be driven by a learner permit holder, provided they are operating the vehicle as a driver under instruction.


Club Permits are valid for either 45 or 90 driving days per year, and therefore Club Permit holders are required to keep a logbook of all trips.

The logbook is issued by VicRoads with the initial Club Permit and is renewed annually.


Club Permit holders must ensure that:

  • A Club Permit is affixed inside a club logbook
  • On each day a Club Permit vehicle is driven more than 100 metres from the vehicle’s garage address, you must ensure that the next available entry in the club logbook is completed before beginning the journey
  • If a journey begins before midnight and continues into the next day, an entry must be made in the club log book in respect of each of those days
  • You must not complete or partially complete entries in a club logbook which relate to a future day
  • You must ensure that, if a club permit is a 45-day Club Permit, only the first 45 entries in the club logbook are used, unless a second 45-day club permit is issued for the Club Permit period and affixed inside the club logbook
  • If all available entries in the logbook have been used, the vehicle must not be driven outside a radius of 100 metres from the entrance to the vehicle’s garage address until a new permit is issued
  • Logbook entries must be made with a black or blue pen (pencil is not accepted)

Club Permit holders must not cause or permit a driver of a vehicle operated under the Club Permit to fail to comply with these obligations. Penalties apply for logbook offences.

A logbook entry must be made for each day the vehicle is used if a vehicle is used multiple times during a day, only the first use by the first driver is required to be recorded.


Replacement Club Permit logbooks can be purchased from any VicRoads Customer Service Centre with the following three items:

  • A VicRoads statutory declaration form [PDF 134 Kb], stating the reasons for requesting a replacement log book, and how many entries in the previous logbook were completed at the time the log book was lost, damaged, destroyed or stolen. This must be signed and lodged by the Club Permit holder only.
  • A statement signed by the club secretary or authorised person of the club of which the permit holder is a financial member must be submitted with the statutory declaration. The statement from the club must:
    • indicate that the club is aware that a statutory declaration supporting a request for a replacement logbook has been made by the permit holder concerned
    • certify that the permit holder is a financial member of the club
    • certify that the club has documented in its records that the permit holder concerned has applied to us for a replacement logbook along with the date of the club statement
  • Payment for the log book. Visit the VicRoads club permit fees for additional details about logbook fees or read up to the 'Fees' section of this FAQ.

Registration number rights are not attached to any Club Permit number combination. The number plates remain the property of VicRoads.


Club Permit plates have white characters on a maroon background, which makes them easily identifiable.

Custom plates cannot be assigned to a vehicle on the Club Permit scheme. Club Permit plates are available in standard or slimline size, depending on the club permit:

Custom plates cannot be assigned to a vehicle on the Club Permit scheme.


There are three styles of club plates, standard size, slimline sized and a mix of both.


If you currently have a Club Permit, you cannot order a replacement plate in a CSC. You can only order a replacement online via your myVicRoads

Classic and modified 'M' type permit holders will get the numbers plates on the spot. Veteran, vintage and street rod permit holders will be mailed new club permit number plates (unless the Customer Service Centre has number plates in stock).

Slimline plates are not available for replacement at a VicRoads Customer Service Centre, they are only available upon first issue when joining the Club Permit Scheme or online via myVicRoads to be mailed to your postal address.


If a Club Permit number plate is stolen, you must report the theft to Victoria Police. Once the plates have been reported stolen, you can visit a VicRoads Customer Service Centre with evidence (Victoria Police report or Statutory Declaration) to get new number plates with the next available sequential number issued (the same number plate won't be reproduced).


Bike rack and exempt trailer plates may be ordered by contacting VicRoads on 13 11 71.


If a vehicle is given or sold to another person, the current Club Permit must be cancelled, and a new Club Permit application must be completed and provided to VicRoads. The new applicant can request that the existing number plates remain on the vehicle provided that:

  • The Club Permit must be current or expired no more than three months
  • The applicant is a member of the same approved vehicle club as the previous permit holder
  • The Club Permit number plate is assigned to the same vehicle

If the vehicle has not been sold and the Club Permit is cancelled, a new Club Permit application must be made. The existing Club Permit number plates may remain on the vehicle provided that the application is by the same Club Permit holder.


If a club permit holder wishes to cancel a permit, the number plate(s) can be returned to any VicRoads Customer Service Centre


If you want to cancel your order for club permit replacement plates, you must cancel before 5pm on the next business day after ordering the plates. To cancel your order:

If you do not cancel your order before 5pm on the next business day, your order cannot be cancelled. You will need to wait until your plates are mailed to you.

Return the plates to VicRoads Registration and Licensing Services, PO Box 632, Collins St West, VIC 8007 within 14 days of receipt and apply for a refund (less the manufacturing costs).


The Club Permit Scheme allows conditional use of classic and historic vehicles for recreation purposes. Vehicles operating on Club Permit must not be used for a commercial purpose.

Penalties apply for using a club permit vehicle as commercial passenger vehicle service. For Club Permit vehicles, commercial use includes using the vehicle for hire or reward, including carrying goods or passengers for hire or reward.

Examples of commercial use includes using Club Permit vehicles for purposes such as carrying tools as part of a landscaping or gardening business or using Club Permit vehicles as wedding cars for hire or for tours.

It is a general condition of use for all Club Permit vehicles that they must not be used for hire or reward for the carriage of goods or freight, or to provide a commercial passenger vehicle service.

Where Absolute Society or VicRoads can determine that a vehicle is being used in breach of the general conditions, the Club Permit will be suspended and cancelled.

VicRoads will also inform Commercial Passenger Vehicles Victoria and the State Revenue Office, as well as the permit holder's club, for consideration of potential further action if Club Permit vehicles are being used commercially.


Vehicles operating on Club Permit must meet the applicable requirements of the vehicle standards contained in Schedule 2 of the Road Safety (Vehicles) Regulations 2021, and if modified, must meet the requirements of VicRoads' Guide to Modifications for Motor Vehicles (Vehicle Standards Information No. 8) and VicRoads' Guide to modifications to vehicles operated under Victoria's Club Permit Scheme (Vehicle Standards Information No. 33).

Motorcycles must meet the requirement of VicRoads' summary of registration requirements for motorcycles and mopeds (Vehicle Standards Information No. 4).

Modifications outside the above standards and guidelines are not acceptable. If VicRoads is notified that a Club Permit vehicle is non-compliant and possibly modified outside of the above standards and guidelines, the permit holder will be required to provide written confirmation from the club, and/or a Vehicle Assessment Signatory Scheme (VASS) approval certificate that the vehicle continues to meet the standards for registration under the Club Permit scheme (the Vehicle Standards referred to above).

Where the permit holder fails to provide evidence and written confirmation of the vehicle meeting the required standards, VicRoads will suspend and cancel the permit.


VicRoads may ask Absolute Society to re-assess vehicles in accordance with Club Permit Scheme requirements. Permit holders of vehicles reported VicRoads include unroadworthy and/or inappropriately modified. VicRoads may request a Certificate of Roadworthiness or VASS approval certificate to be provided for the vehicle to ensure it meets the applicable vehicle standards.

VicRoads may request that a Club Permit holder produce a vehicle operated under the Club Permit Scheme to a nominated testing site or for inspection by an authorised officer or an authorised vehicle inspector.


Renew or Extend a Club Permit

Your Club Permit renewal notice will be mailed to you up to six weeks before expiry (via email, postal mail and on the myVicRoads portal).

The VicRoads online renewal service allows Club Permit renewals to be uploaded online via a myVicRoads account. Using this service will save you a visit to your local VicRoads Customer Service Centre or waiting for a response to your application via mail.

The steps to process your renewal are:

  • Membership fee paid to AS (on the 1st of July each year).
  • Send us the hard copy of the club permit for signature OR request a club permit endorsement form that will be signed and provided to you
  • Upload the renewal endorsement to the VicRoads portal with your club permit.

Please note, we operate membership on a pro rata basis, providing renewal documentation to existing members between the 1st and 7th of July each year (not including new members and transfers within the existing year).

When your new club permit is received in the mail, you must remove and replace the window sticker with the renewed one and place the club permit sticker in the front page of your logbook.


The usage period will be the same as your existing permit, either 45 or 90 days of use.


Renewing your club permit online can be completed in a few simple steps.

  • VicRoads will send you an email to let you know it's almost time to renew your club permit. VicRoads will also send you a letter in the mail with your renewal notice, sticker, and logbook. The letter will be sent up to 6 weeks before your renewal is due.
  • When you receive your renewal notice in the mail, reach out to Absolute Society and we will sign it after payment has been sent (signed by an office bearer to declare that you are a current member). Office bearers include the club president, treasurer, secretary or permit scheme officer. A club safety officer/scrutineer cannot sign a renewal unless they are also an office bearer.
  • If you're unable to have your renewal notice signed in person by the club office bearer, we can have our club office bearer complete and sign a Club Permit endorsement form [PDF 55 Kb]

    Have both the signed forms ready to upload.

  • As the permit holder you need to sign your renewal notice too.
  • In your myVicRoads account, upload the following:
    • The renewal notice signed by you and the club office bearer or
    • Both the renewal notice signed by you and the Club Permit endorsement form signed by the club officer bearer.
  • Pay the renewal fee.

Renewal processing takes 3-5 business days. VicRoads will notify you via email once the application has been processed. VicRoads will provide an email notification that your Club Permit renewal has been approved will include your renewal receipt. Please keep a digital copy or print your receipt as proof of payment and to confirm that your permit is valid.


This service is available through your myVicRoads account Club Permit vehicles will appear in the myVicRoads account of the permit holder.


Contact VicRoads on 13 11 71 to have your Club Permit linked to your account. Please note, this can only be done at the time of your renewal.

The Club Permit endorsement form [PDF 55 Kb] is an alternative way for our club's authorised officer to endorse a club permit renewal application. You are only required to sign the renewal notice and not this form.


The renewal notice or Club Permit endorsement form should be completed by an officer of the club. Officer bearers include the club president, treasurer, secretary or permit scheme officer. A club safety officer/scrutineer cannot sign a renewal unless they are also an office bearer.


Renewals can be processed in person at a Vicroads Customer Service Centre or by mail. To have your renewal processed without a myVicRoads account:

  • Take both your signed renewal notice and the signed Club Permit endorsement form [PDF 55 Kb] (if required) into a VicRoads Customer Service Centre. You will need to pay the renewal fee when you submit your application.
  • OR

  • Mail the above documents along with a cheque or money order to: VicRoads, GPO BOX 1644, Melbourne 3001

If your existing permit has expired, the vehicle should not be driven until the renewal process is complete and you've received your renewal receipt email.

Processing your renewal takes approximately 3-5 business days. VicRoads will notify you via email once the application has been processed.

Once your renewal has been processed your renewal receipt will be emailed to you and serves as validation that your renewal has been paid and approved.

Please keep a digital copy or print your receipt as proof that your permit is valid


Changes in the period of use cannot currently be made online. If you wish to change the period of use from 45 days to 90 days or 90 days to 45 days, you can:

Please note, when purchasing a second 45 day permit within a 12 month period, you are not required to have the permit signed by an authorised officer of Absolute Society vehicle club.


If the Club Permit has not been renewed within a three month period of the due date, we are able to provide you with a club permit renewal endorsement form, allowing the continued use of your vehicle.

If the Club Permit has not been renewed for a period over three months from the due date, the Club Permit will be cancelled if not renewed within 90 days of the expiry date.VicRoads will strike the vehicle from the system and list the car as unregistered.

You cannot drive your Club Permit vehicle without a valid permit.

At this point, the vehicle will require a new Vehicle Eligibility Standards Declaration (VESD), Club Permit Agreement (CPA) and Certificate of Roadworthiness (RWC) if you wish to continue with Club Registration.


If VicRoads deem your renewal unsatisfactory, payments for rejected applications will be refunded via cheque and sent to your postal address.

VicRoads will notify you via email if your application has been rejected.


Changing Vehicle and Club Permit Details

If you wish to change your club permit details, you'll need to notify Absolute Society and VicRoads within 14 days if the following requires adjustment:

  • the address(es) of your Club Permit vehicle
  • the description of the vehicle or
  • club/association

The easiest way to notify VicRoads of an update to the residential, postal or Victorian garage address recorded for the Club Permit, is when you submit your permit renewal via your myVicRoads account

To notify VicRoads of changed address(es) when you do not have an upcoming renewal, visit a VicRoads Customer Service Centre with the following information:

  • Club Permit holder's name
  • Club Permit number
  • details of the change of description
  • a new Vehicle eligibility and standards declaration form signed by an authorised Club Safety officer/Scrutineer of the applicant's respective club.
Change of car club/association

If you wish to transfer your Club Permit vehicle to another Absolute Society club, get all of the following documents ready:

  • Signed letter from you (the Club Permit holder), advising of the change and list any Club Permit vehicles that you want to link to the new club.
  • A Vehicle Eligibility and Standards Declaration for Club Permit Vehicles form [PDF 182 Kb] for each vehicle from the new nominated club (Absolute Society will provide)
  • Letter from an office bearer at the new club confirming that you are a current member. A certificate of roadworthiness not required to transfer your current club permit vehicle to another approved club (Absolute Society will provide)
    If the Club Permit holder is a Company/Incorporated association, the letter confirming financial membership should be made out to the Company/Incorporated association and not a representative.

Take the documents with you to a VicRoads Customer Service Centre to submit your change of car club/association.

Change of colour

To notify VicRoads of a change of colour of a club permit vehicle, login to your myVicRoads account and update the following details:

  • Club Permit number
  • driver licence number
  • Club Permit holder's name
  • vehicle details (year, make, body type - sedan, roadster etc)
  • updated colour of vehicle

Otherwise you can email the information to VicRoads at registration.services@roads.vic.gov.au or visit VicRoads Customer Service Centre with the above information.

Change of vehicle description

VicRoads must be advised of changes to the description of a club permit vehicle (eg, engine number).

To update the information, visit a VicRoads Customer Service Centre with the following documents:


Club Permit vehicles may be modified within specific guidelines without requiring an approval certificate.

A modification may result in the vehicle requiring an approval certificate from a signatory of the Vehicle Assessment Signatory Scheme (VASS) and a change of plate to modified 'M' series number plates for light vehicles.

You will need to get a VASS certificate when the vehicle:

  • is modified outside what is permitted in the vehicle standards or the guidelines as specified in the table below
  • the vehicle was not originally manufactured in Australia, does not have any previous Australian registration history and was manufactured after 31 December 1968 (30 June 1975 for motorcycles)

When your Club Permit vehicle is modified, your club may also voluntarily choose to re-certify existing modified vehicles and for the vehicle be issued an 'M' series number plate.

If this is the case, the following must be provided to a VicRoads Customer Service Centre:

Note: The VASS certificate must be current at the time of declaration date.


If your vehicle is modified and a VASS certificate has previously been provided to VicRoads regarding the modifications (either while the vehicle was operating on a club permit or registered), you can request M plates by visiting a VicRoads Customer Service Centre with a new Vehicle Eligibility and Standards Declaration for Club Permit Vehicles form [PDF 182 Kb] signed by our Absolute Society's safety officer/scrutineer.

A new certificate of roadworthiness is not required to be provided if the vehicle is currently on the Club Permit scheme and is applying to swap a 'H' plate for an 'M' plate.

Transferring a Club Permit and Membership

Club Permits are not transferable.

If the vehicle is given or sold to another person, the current Club Permit must be cancelled and a new Club Permit application is required.

If a Club Permit holder has passed away, the permit may be reassigned to their spouse or domestic partner. The spouse/domestic partner must be a member of an approved club.


If you wish to transfer your Club Permit vehicle to Absolute Society, the following processes are completed:

  • Absolute Society will provide a template consisting of a signed letter from you (the Club Permit holder), advising of the change and list any Club Permit vehicles that you want to link to Absolute Society club.
  • Absolute Society will provide a Vehicle Eligibility and Standards Declaration for Club Permit Vehicles form [PDF 182 Kb] for each vehicle transferring to the club.
  • Absolute Society will provide a letter from an office bearer confirming that you are a current member.

A certificate of roadworthiness not required to transfer your current club permit vehicle to our club, as we are an approved VicRoads club.

If the Club Permit holder is a Company/Incorporated association, the letter confirming financial membership should be made out to the Company/Incorporated association and not a representative.
